Before we get started, please keep in mind that EPDS performs best when accessing it using the following web browsers: Google Chrome, Firefox, Safari or Microsoft Edge. We do not recommend that you use Internet Explorer. So, let's get started. You can seek to intervene in a pending bid protest case pursuant to 4 C F R Section 21.0 b or per an invitation from GAO pursuant to 4 C F R Section 21 point 3 j. To request to intervene in a pending case, log in to EPDS and click the Request to Intervene tab in the Navigation Pane. The Request to Intervene screen appears. In order to intervene in a bid protest, you must know the B-number assigned to the case by GAO. If you don't know the B-Number, check GAO's docket by clicking the here link. A new tab in your web browser opens to the Bid Protests page on the gao.gov website. Scroll down to the search form. Here you can search for a case by agency, solicitation number or protestor. When you have found the B-Number for your case, go back to EPDS and type the protest B-number in the search field. Then click the Search button. The Search Results for the protest case appear. Review the case information displayed on the screen to verify that this is the case in which you wish to intervene. Once verified, respond to the question, "Do you want to request to Intervene in this case?" by clicking the Yes button. The Request to Intervene form appears. Click in the Company Name field and begin completing the form. Scroll down to the Company Address section. Type the company address. Now scroll down to the Upload Documents section. Your request to intervene must include documentation that needs to be uploaded using the Add File button. Note that only PDF and Excel files can be submitted with the request. If you have more than one document to upload, we recommend combining multiple documents into a single PDF file. Let's click the Add File button now. The Open dialog box appears. Locate and select the document you would like to upload. Then click the Open button. The Request to Intervene form reappears and the document you just uploaded appears as a part of the form. You can type any comments regarding your uploaded documents in the Comments box provided. When you have completed the form, click the Submit button. The Success dialog box appears. To close the dialog box, click Ok. The Dashboard appears and the case you just submitted a request to intervene in will appear in your Active Cases list. You will not be able to access the docket, or its filings and case developments until GAO approves your intervention request. This concludes the tutorial on Submitting a Request to Intervene in GAO's Electronic Protest Docketing System.
